For several years, at every management consultation, NAAE has brought up the issue that PPQ technicians need a method of applying for PHSS positions that gives them an advantage over people applying off the street. We’d been told that there was no method available for technicians to apply for a merit promotion PHSS vacancy. And there wasn’t, because the Agency was only advertising them at the GS-11 level, and to be eligible employees had to be no more than one grade level below the level the vacancy was advertised at. Not anymore! PPQ has just notified us that it is going to amend the current system and allow merit promotion announcements to be advertised at the GS 5/7/9 and 11 levels. Keep in mind this option of filling vacancies still remains at the discretion of the selecting official.
